Refactor to take advantage of functional mask constructors.
FrameTimes is now SubTrigger, a class that both holds the start and end times and knows how to trim a frame down to those start and end times (masking pulses, rewriting headers and trigger records)
CreateMask() is gone, replaced by the much simpler SubTrigger::MaskPulses()
SubTrigger and Trigs moved inside of I3TriggerSplitter to avoid namespace pollution and share typedefs.
Launch-pulse time offsets are now calculated and cached as soon as status and calibration information are available.
